Kevin J. Downey, Ph.D., Chief Executive Officer
Dr. Downey has a Ph.D. in Public Policy Analysis and Administration from St. Louis University, a Masters Degree in Criminal Justice Management from Sam Houston State University, and a Bachelors Degree in Social Work from the University of Iowa. He has over 38 years of experience in agencies serving the mentally, physically and socially disenfranchised. Prior to coming to Crosspoint, Dr. Downey was the Director of Operations of a private, statewide case management organization serving offenders in Illinois. Earlier in his career, he served in an administrative capacity at residential correctional facilities in Iowa and Missouri, as a Parole Examiner for the Texas Board of Pardons and Paroles, and as an Executive Director of an organization serving the developmentally disabled and mentally ill in St. Louis.
As CEO of Crosspoint, Inc., Dr. Downey oversees all aspects of the organization's operations. His responsibilities include strategic planning, staff management, policy and program development, external agency representation and system linkage. Dr. Downey is a commissioner for the American Corrections Association’s Commission on Accreditation for Corrections. He serves on the San Antonio Nonprofit Council and is also a past president of the International Community Corrections Association. Dr. Downey has also served as part-time faculty at the University of Texas at San Antonio’s Department of Criminal Justice.
Joseph Shaffer, Director of Operations
Joseph Shaffer, Director of Operations has 36 years’ experience in the behavioral health field. He has a Master's Degree in Public Administration. Joseph began this career as a counselor in the U.S. Army followed by twenty-one years working in an Illinois non-profit that provides assessment and case management services to substance-affected offenders. His responsibilities at Crosspoint include management, oversight, coordination and analysis of programs, quality improvement strategies, and staff development.
Elisa M. Lopez-Canseco, Residential Corrections Administrator
Elisa Lopez-Canseco has been employed with Crosspoint, Inc. for approximately 18 years. She began her career with the agency in October 1997 as a Case Worker Aide at the female facility, Pryor House and after serving in different positions including Case Manager and Unit Manager, she was ultimately promoted to Residential Corrections Administrator (RCA). As RCA she is currently responsible for planning, directing, coordinating and monitoring the day-to-day operations of the Federal Bureau of Prisons Program, facilities and the personnel issues at the three Crosspoint residential reentry centers. She holds a Master's Degree in Public Administration and a Bachelor’s Degree in Psychology from the University of Texas at San Antonio. She is a Northside Chamber of Commerce Leadership Lab 2013 graduate. Lisa is also a current member of the ICCA Public Policy Committee.
Rosa M. Santillan, Crosspoint, Inc., Quality Assurance Administrator
Rose M. Santillan, Quality Assurance Administrator is a certified Microsoft Network Administrator, holds an AAS in Office Management, and has a Bachelors Degree in Business Management. Ms. Santillan has been employed at Crosspoint for 27 years, 20 of which have been in a managerial capacity. She has been trained as a Quality Assurance Specialist and provided quality assurance services to Crosspoint in that capacity for 13 years. As the Quality Assurance Administrator, Ms. Santillan currently oversees agency contractual obligations, program compliance and physical plant issues. She also serves as Crosspoint’s PREA Coordinator.
Ms. Santillan is currently a member of the International Community Corrections Association, Texas Corrections Association, Hispanic Chamber, North Chamber of Commerce Leadership Lab and a board member of the Government Hill Neighborhood Association. She is a Delegate Assembly Member for the American Corrections Association (ACA), a member of the ACA Community Corrections Committee and the Equal Rights Committee. She is also a Northside Chamber of Commerce Leadership Lab 2014 graduate.
Josie Rodriguez, Office Manager/Human Resources
Josie Rodriguez, Office Manager/Human Resources, has been employed with Crosspoint, Inc. for over 17 years. She began her career with the agency as a Clerk I and has risen through the ranks and gained experience as a Clerk II, Human Resource Specialist, and Office/Human Resources Assistant. As an Office Manager, Ms. Rodriguez is responsible for coordinating and directing administrative support functions for the agency. She provides specialized services relating to employee records and benefits. She holds an Associates Degree in Applied Science-Nursing.
Myra Pérez-López, Executive Assistant
Myra Pérez-López holds a Bachelor Degree in Criminal Justice from the University of Texas at San Antonio. Myra has over 14 years experience in nonprofit organizations and 15 years experience as an Executive Assistant. She is responsible for supporting Dr. Downey in a wide range of activities and provides technical assistance and support in Crosspoint projects and special events.
